From the documents of the Court Argeş, The Penal Section, when the prosecutors, the attorneys and the accused set face to face, comes out how Penescu bought the chief from CCA and how he extract money for every single referee
In order to obtain what they call solid proofs in the file of the money given in football and which will be analyzed by the judges, the prosecutors have made audio, video recordings, tails and GPS surveillance.
According to Mediafax and NewsIn, the prosecutors from DNA Piteşti were also helped by a fact which seems to be incredible, but which is typical for those who give bribe: Penescu himself recorded Constantin Gheorghe, whom he had been giving money since the autumn of 2007!

A few sequences
The system which follows from the prosecutors information and which, we repeat, will be validated or not only by the court, is a complicated one. It describes a control degree which very hard to imagine made by Penescu with respect to the referees and their chief. Here are some sequences, Gazeta will present another next days. "Is it enough?!"
On 14th of December 2008, at 19:52, in a discussion Penescu - Mihai Ianovschi, with respect to a referee which was about to be promoted, the sponsor tells to Mihai Ianovschi about Gheorghe Constantin: "Is it enough the amount I promised!?" .
On 17th of January 2009, Penescu asks Gheorghe Constantin: "What do you know about my boy?". He refers to Ianovschi. Gheorghe Constantin answers to him: "I have taken him in the lot A for the reserve lot, I cannot do more". The referees day at DNA (video)
He wanted to talk with Bogaciu
Before the match Argeş - Craiova, Penescu ordered to Constantin: "Send Bogaciu to me!".
How Gheorghe Constantin defended himself in front of judges because Bogaciu really refereed that match. Through the voice of his attorney, he said: "It is the result of an ironical language made by Penescu. I tell you, in practice, the referees are known much before the match, more than three weeks before the match, not one day before, in order to give the possibility to the parts to contest or refuse".
They listened the referees phones
Look the official registering of the court, the dots being introduced on purpose in order to keep those persons in anonymity in this stage of the investigations.
"For the match from ... between FC Argeş and ... he gave to the referee ... 5000 dollars, for the match played by FC Argeş and ... at ....but also for other future matches, also through the defendant Făcăleaţă, he gave to ... the amount of 15.000 dollars and a quantity of alcoholic drinks, on ..., in the same way an don the same purpose, he gave to ..., designated to referee the match with... from ... the amount of 3000 dollars, he gave to the referees ..., for the match from... the amounts of 3.000 dollars for each one, and to the observer he gave 2.000 dollars, all these things followed from the listening and authorized recording of the phone calls between the two defendants and between these two and the referees or other persons".
An important thing and made for the first time: the prosecutors affirm that they have phone records, made with mandate, including phone records of the referees.
It is said that "Vîlcea" received some money even one month ago!
Another paragraph reveals that the chief of the referees has taken money even in march 2009. "The defendant Constantin received from Penescu the amount of 270.000 lei in order to promote Ianovschi from League 2 in League 1, and on 12.03.2009 he received also from Penescu the amount of 20.000 RON with the purpose to designate certain referees. These facts are proved by the records of the phone conversations of the persons involved, by the operative surveillances performed and by the documents they found". After three days, Sorin Corpodean had been delegated at Braşov - Argeş, a match lost by FC Argeş.
6 months - 15 years
According to the law, depending on the action framing and on the judges decision, the sanctions may be from 6 months to 5 years of prison.
He wanted to put him in comfort :)
Penescu’s henchman defended himself asserting in front of judges that he told the sponsor that he had given money to the referees, but he didn’t give the money, he only wanted to put the sponsor in comfort.
Penescu had degrees for the referees
From these documents it comes out that Penescu had a humiliating way with respect to the referees of appreciating how they fulfilled the tasks and paying them accordingly. At a given moment, a referee received less money because he "refereed in a way which Penescu didn’t like very much".
Tudor couldn’t be bribed!
From 7 matches, there is in the files two matches whom they say that "referees bribery had been impossible". Only one of these two matches can be identified, the one refereed by Alexandru Tudor.
The exchange house before the match
According to the prosecutors, Făcăleaţă, Penescu’s henchman, exchanged at a certain exchange house, which is monitored, the lei in dollars, just before the matches and just in the amounts which the two talked about that they would give to the referees.
